Established in 1998, ‘Journal of Educational Research and Evaluation’ is committed to building an innovative knowledge community in educational research. We pay close attention to research integrity by following the standards and best practices set by the Committee on Publication Ethics (COPE). In addition, we are active members of the Himpunan Evaluasi Pendidikan Indonesia (HEPI) and Crossref.

We adhere to the following best practice principles in all our manuscript publications.

Editorial Process Overview

The Jurnal Penelitian dan Evaluasi Pendidikan is dedicated to maintaining editorial independence by promoting fairness, transparency, and the pursuit of academic excellence in accordance with established disciplinary standards.

Key principles of our editorial process include:

  • Objective Evaluation: All submitted manuscripts are evaluated solely on their scholarly quality, without consideration of the authors' race, gender, sexual orientation, religious beliefs, ethnicity, nationality, political views, or institutional affiliation.
  • Decisions regarding manuscripts submitted to our journals are determined by independent, anonymized reports from peer reviewers.
  • Independence from External Influence: We are committed to an editorial process that remains free from financial or political pressures.
  • Inclusive Submissions: We actively seek and encourage manuscript submissions from underrepresented groups within the global scientific community.
  • Transparent Appeals: Authors are provided with a clear and transparent process for appealing editorial decisions.
  • Respectful Communication: We uphold a zero-tolerance policy towards any form of abusive behavior or correspondence directed at our staff or any parties involved in the publication process.

We also continue to explore the future of peer review as a crucial aspect of scholarly communication. Our approach is grounded in a strict, double-blind peer review system, ensuring that both reviewers and authors remain anonymous. Reviewers are selected based on their relevant expertise and discipline, with evaluations based on clearly defined criteria. This results in a fair, thorough, and constructive review process that enhances the quality of the articles published.

  • We encourage editors and reviewers to understand and adhere to the best practice guidelines for peer review established by the Committee on Publication Ethics (COPE).
  • We expect those responsible for the peer review process to follow up on any suspected instances of manipulation or fraud during the review process.
  • As part of the publishing and peer review procedure, we require full disclosure of commercial interests and potential conflicts of interest from both authors and reviewers.
  • We ensure the confidentiality of all parties involved in the peer review process.

We use a structured approach to ensure the quality and integrity of published research, focusing on transparency and fairness in the evaluation process.

Authorship, Co-Authorship, and Author Responsibilities

Authorship and Co-Authorship
Authorship rights are granted only to individuals who have made significant contributions to the conception, design, execution, or interpretation of the research. Anyone who has made substantial contributions should be listed as a co-author. If other individuals were involved in specific aspects of the research project, they should be acknowledged or credited as contributors.

Author Responsibilities
The following are general guidelines regarding the responsibilities of the corresponding author:

  • Manuscript Correction and Proofreading: Responsible for correcting and proofreading the manuscript until it is accepted.
  • Revisions and Resubmission: Manages the revision and resubmission of the manuscript until it is accepted for publication.
  • Provision of Raw Data: Should be prepared to provide the raw data underpinning the article for editorial review and public access, where feasible. If the data are not published with the article, the author should be willing to retain the data for a reasonable time after publication.
  • Originality of Manuscript: Authors must ensure that their work is entirely original. If the work or words of others are used, they must be appropriately cited and referenced. Any manuscript found to contain plagiarism will be withdrawn from publication consideration.
  • Submission Ethics: Submitting the same manuscript to more than one journal simultaneously is unethical and unacceptable. A manuscript should only be under review by one journal at a time.
  • Acknowledgment of Sources: Proper acknowledgment of the work of others is mandatory. Authors should cite publications that have influenced the content of their work.
  • Disclosure of Conflicts of Interest: Authors must disclose any financial or other conflicts of interest that could influence the results or interpretation of their research within the manuscript. All sources of financial support for the project must also be disclosed.
  • Obligation to Correct Errors: If authors discover significant errors or inaccuracies in their published work, they are >obligated to promptly notify the publisher and cooperate with the editorial team to correct or retract the article.
Special Issues Policy

Jurnal Penelitian dan Evaluasi Pendidikan publishes special issues focused on specific topics within the scope of educational measurement, evaluation, assessment, and methodology. These special editions are organized to recognize significant contributions in particular fields or to commemorate relevant academic events aligned with the journal's focus. The articles featured in these special issues aim to broaden the discussion of current issues while promoting equity and inclusion, especially for marginalized groups within the educational context.

The review process for special issues is just as rigorous as that of regular editions, with each article undergoing a peer review by at least two independent experts. This process ensures the quality, originality, and novelty of the research contributions published.

Informed Consent Statement

Consent for Research Participation
For all educational research involving human subjects, researchers are required to obtain written informed consent from participants (or from parents/guardians for minors under the age of 18). A statement regarding this consent must be included in the submitted manuscript, especially if the research involves educational measurements, evaluations, or interventions with students, teachers, or other related stakeholders.

Consent for Publication of Individual Data
For articles that include specific details, images, or individual data related to participants in educational research, written consent for publication must be obtained from the participants (or from parents/legal guardians for minors under 18). This consent documentation must be made available to the Editor upon request and will be treated with full confidentiality. If the published data cannot be linked to identifiable individuals or does not include personal information, publication consent may not be required. The Editor will make the final determination regarding the need for consent based on the context of the submitted data.

Rights to Privacy in Educational Research
Participants have the right to privacy, which must not be violated without their written consent, particularly in studies involving learning achievement measurements, program evaluations, or student assessments. Identifying information such as names, initials, or school data should not be published unless it is essential for the research purposes and participants have provided written consent for publication. Researchers must ensure that any identifiable participants review the manuscript before it is published.

Disclosure and Transparency
Authors are required to acknowledge individuals who provided technical assistance or data analysis support and must disclose any funding sources for the research project. This disclosure is crucial to maintaining the integrity of research in educational measurement and evaluation. Any conflicts of interest that may affect the results or interpretation of the research should be clearly disclosed in the manuscript.

Instructions for Authors
Requirements for written consent must be included in the author guidelines of the Jurnal Penelitian dan Evaluasi Pendidikan. If consent has been obtained, authors should explicitly state this in the methods section or a footnote of the published article.

Statement on Defamation, Libel, and Freedom of Expression

Freedom of Expression
Freedom of expression is a fundamental element of a healthy democracy and the development of scholarly communication. Jurnal Penelitian dan Evaluasi Pendidikan publishes the views, thoughts, statements, and opinions of contributing authors. The presence of information in this journal should not be construed as an endorsement or approval, either explicitly or implicitly, by the journal or the publishing institution.

Balancing Freedom of Expression and Responsibility

Retraction and Correction

Article Retractions and Corrections
We will consider article retractions or corrections in accordance with the COPE (Committee on Publication Ethics) Retraction Guidelines. If errors are identified by the authors in their work, the journal will publish a corrigendum (correction). If the error originates from the journal's side, we will publish an erratum (explanation). In exceptional cases, we may remove an article from online publication if we believe such action is necessary to fulfill our legal obligations.

Procedure for Submitting a Correction or Retraction Request
If you wish to submit a request for the retraction or correction of an article, please contact us through the provided contact.

Fraudulent Research and Research Misconduct

If fraudulent research, research ethics violations, or plagiarism are discovered after an article has been published, the publisher will contact the authors to provide a response to the allegations. If a violation is confirmed or if no adequate response is received from the authors, the article in question will be retracted, and a statement from the publisher will be published in place of the article in the relevant journal issue.

We are committed to adhering to the COPE Principles of Transparency and Best Practice in Scholarly Publishing, and we actively encourage our publishing partners to uphold these standards as well.

Access
Jurnal Penelitian dan Evaluasi Pendidikan is available on an open access basis to readers by paying the Article Processing Charge (APC).

We also offer Article Processing Fee waivers for Young Researchers and researchers from developing countries. In addition, we consider fee waiver requests from academics who have limited funds to pay the Article Processing Fee in our Open Access journals.

Currently, we store all content that is no longer published in Google Scholar and DOI repositories with access remaining available. Every article is published with a DOI to ensure easy and permanent access.

Copyright and Licensing
Authors who publish with the Jurnal Penelitian dan Evaluasi Pendidikan agree to the following conditions:

  • Authors retain ownership of the copyright to their work while granting the journal the right of first publication. The work will also be licensed under a Creative Commons Attribution-ShareAlike 4.0 International License, which permits others to share the work with proper attribution to the authors and recognition of its initial publication in this journal.
  • Authors may enter into separate, non-exclusive agreements for distributing the version of their work published in the Jurnal Penelitian dan Evaluasi Pendidikan (for example, posting it in institutional repositories or including it in books), provided that the original publication in the journal is acknowledged.
  • Authors are encouraged to upload their work online (such as in institutional repositories or on personal websites) before and during the submission process. This approach can enhance academic exchange and boost citations of the published work (refer to the Impact of Open Access).
  • Jurnal Penelitian dan Evaluasi Pendidikan adopts the Creative Commons Attribution-ShareAlike 4.0 International License or an equivalent license as its preferred model for publishing, distributing, utilizing, and reusing scholarly content.

In setting its policies, the journal recognizes that open access is preferable to restricted access, that "libre" open access is better than merely free access, and that "libre" access under a CC-BY-SA or similar license is more advantageous than under more restrictive open licenses. The journal is dedicated to providing free access immediately without waiting for "libre" access and strives to progress from free access to "libre" access whenever possible.

Creative Commons License The Jurnal Penelitian dan Evaluasi Pendidikan is licensed under the Creative Commons Attribution-ShareAlike 4.0 International License, which grants users the following freedoms:

  • Share - Copy and redistribute the material in any format or medium.
  • Adapt - Remix, transform, and build upon the material for any purpose, even commercially, as long as the license terms are adhered to.

These rights are irrevocable as long as users comply with the conditions of the license.

Author Fees

Jurnal Penelitian dan Evaluasi Pendidikan applies an Open Access model for article publication, requiring authors to pay the Article Processing Charge (APC).

The applicable fees for authors are as follows:

  • Article Submission Fee: 0.00 IDR
    No charge is applied for article submission.
  • Article Publication Fee: 1,500,000.00 IDR (or approximately USD 100)
    Once the article is accepted for publication, authors are required to pay the Article Publication Fee (APC) as a contribution to cover the costs of publishing the article in Open Access.

After the article is accepted, authors are allowed to submit the Accepted Manuscript version of their article with a CC BY-SA license to their funding body or institution for inclusion in their database, archive, or institutional repository. This version is the article accepted after the peer review process but before final editing, formatting, and production of the final PDF. No fees are associated with this option.
